this morning, they are going to have extra police patrols at foothill high. tara moriarty is there, this is one of three threats at local schools. >> reporter: that's right. we're here live at foothill high school, where the cheerleading squad pulled up moments ago aheaded to los angeles for a national competition. we had a chance to speak to some parents here briefly, and they say they are very pleased with the way the school has handled everything. school is open today but district officials here are taking no chances. they beefed up patrols and we noticed a squad car on the other side of the building after the discovery of a threatening note found in a girls bathroom tuesday. we have blurred out the profanity but it read, i hate everyone at this school, watch me shoot everyone, on march 14, i swear to god. some parents and students are apprehensive about attending, some choosing to keep kids

home for the day and police are on alert in four schools. in tracy there's security at kimball high school after two students found threatening graffiti in a girls bathroom. not far away official also evacuated tracy high after two menacing notes including one about a bomb found in a boys bathroom. and the fremont school district put thornton junior high on lockdown for a half hour because of a bomb threat. fremont police are still investigating that incident. authorities don't believe that any of these incidents are connected. officials in pleasanton sent out a phone call and e-mail explaining the situation and want anyone who might know who wrote that note to come forward. they say that they just want to help the students. overnight a magnitude 4.6 quake shook sonoma county after 2 a.m., 14 miles northeast of healdsburg. it was larger than usual for the area but not a lot of

people felt it. the sheriff's department tells us it only took two calls and there are no reports of damage. an earthquake early warning system passed a major test in california. how it could change the way we respond to quakes in the future. now to continuing coverage. election of a new pope. pope francis began his first morning as the new pontiff by demonstrating the humility he's known for. without a grand entrance, he went to rome's main basilica dedicate to the virgin mary through a side door. he also stopped by the hotel to pick up his luggage. pope francis will be installed as pope on tuesday. the 76-year-old from argentina is the first pontiff from the americas. we're watching everything live this morning, the crowd at st.peters's square not as large. this is a live picture from vatican city. pope francis is posting a visit

at a hearing on capitol hill, he testified the v.a. withheld research that proved a link between nerve gas and gulf war illness. he also said veterans identified as suicidal in studies were not offered follow- up care. president obama heads back to capitol hill today to meet with senate republicans and house democrats, the third trip this week to meet with lawmakers, trying to get republicans and democrats to agree on a budget. yesterday senate democrats unveiled their budget proposal calling for increases in both spending and taxes. the republican budget plan focuses on cutting spending. the president will release his budget ideas early next month. an exclusive report shows the obama administration wants to give spy agencies more access to your bank accounts. this push is getting the

attention of privacy experts. kyla? >> reporter: the news agency, reuters, says the obama administration is drawing up plans to give all u.s. spy agencies access to a massive database that holds financial information on americans and others who bank in the u.s. right now the fbi has full access to that bank of information. reuters says the obama administration wants the cia and national security agency to also have full access. the goal is to track suspicious activity that could help the feds spot terrorist activity, the article cites the treasurely department saying this is legal and that would be under the patriotic act. privacy experts argue too many ordinary u.s. citizens would be unnecessarily put in the spotlight. reuters says this plan is in its early stages but i'll tell you what sort of information the u.s. spy agencies would be

looking for in your bank accounts when i see you next hour. live in washington, kyla campbell, channel 2 news. a southern california earthquake warning system just passed a major test. monday that system gave scientists a 35-second warning before a 4.7 quake in riverside county. that may not sound like much but that can be enough time for people to take cover or to stop trains. scientists say that system doesn't predict earthquakes, but it spots the first pulses of energy when a fault ruptures. that system is still in the pilot stage. 5:17. sal is keeping an eye on traffic. what are you looking at, sal? >> we're looking at a bunch of east bay highways, so everything really, just to make sure all the road work has been picked up. so far we haven't found a lot. in san francisco, there was also road work, that's also been picked up. it's been pretty smooth so far,

and sometimes these things don't stay that way but right now smooth for a thursday coming into san francisco. from the east bay it is nice. all those lanes at the toll plaza have been cleared up. if you're driving into east bay, heyward to fremont, the traffic here is off to a nice start headed south, no trouble into the south bay. 5:18, let's go to mark. the fog is not as widespread as yesterday. we have a batch of high clouds paying us a visit, they will continue to be a factor for the rest of the day. as far as the fog, the advisories, right in the middle of the bay for the boaters out there until 2:00 this afternoon, there is the chance it could be lifted earlier as the fog layer lifts. as far as current numbers, they are in the 40s to 50s, downtown san francisco 48 degrees, oakland 52, mountain view 53 and livermore reporting 50 degrees. today just a little bit cooler, this area of high pressure

in bakersfield. a trucker turned it over to a high school teacher and his archiving class. they managed to identify the person awarded the medal, a soldier killed when the japanese attacked pearl harbor. >> it's just amazing that that's coming back to our family over 70 years later, and some amazing work from the people in bakersfield. >> the sailor's niece is the closest relative who said one of her brothers used to live in bakersfield and the purple heart may have become lost there. construction is set to begin on a project to rebuild lexington elementary school in los gatos, located on old santa cruz highway, demolished in the next few days and replaced with a larger campus. the new campus will be able to accommodate twice as many students and it will be earthquake safe. a ground breaking ceremony was held yesterday, $24 million project is expected to be

completed in june 2014. pg&e has been honoring a moratorium on installing smart meters in the stay, challenging customers the charge of an extra fee if they want to opt out. the city leaders want pg&e to stop installing smart meters until the public utilities commission issues a ruling on the opt-out fee, the ruling is expected in the fall. bart passengers will have to wait a little longer to see more of the new vinyl seats installed on trains. bart started replacing the old cloth seats two years ago. the change was so popular bart wanted to expand but the company doing the work said it wouldn't be able to do the extra work. now bart has to start a new bidding process for that contract. now it is 5:25. going back over to sal to check in on the commute. >> traffic is doing well around the bay area. we're starting in san jose, northbound 280 does look good.

head up to downtown oakland. also morning commute looks good driving on the san mateo bridge. let's go back to the desk. we continue to follow developing news from the south bay where a police officer was rammed by another driver. janine is in milpitas this morning with new information we just learned from the chp. janine? >> reporter: pam, we know that two milpitas police officers were involved in this accident in an unmarked police car. you can see the chp is here still on the scene investigating. the accident happened in san jose but they caught up with the driver in milpitas at 680 and jacqueline, where the jacqueline on-ramp is. the unmarked police car that was just driven away, it was involved in this accident, this all happened just after 4:00 this morning, two milpitas police officers were driving northbound on 680 when a driver of the bronco hit the back of the car near the berryessa exit in san jose.

police caught up with the male driver at 680 and jacqueline, the injuries were not injured by the driver of bronco had blood on him and cuts on him. it's unknown if he hurt himself, if he was in a fight with somebody, or if he hit the officer's car on purpose and got the injuries, the chp is investigating all this. >> undercover or in full uniform, we don't know if it's on purpose or an accident. better safe than sorry. >> reporter: the driver of the bronco was handcuffed, being detained, he's being taken to the hospital. later he will be questioned by chp officers. he was cooperative at first, we're told, with police but later stopped talking and it's unclear if that was due to the medical condition he was in. but right now, again, still on the scene, still investigating, again they want to be very careful about how they handle

it because anytime undercover officers or even if they are in uniform they are not sure if somebody is trying to target them because they are a police officer. it's unknown if that was the case here. reporting live in milpitas, ktvu channel 2 news. a man was arrested after trying to escape from deputies by jump the into the oakland estuary last night. deputies spotted a stolen car at the oakland aquatic center. the driver took off leading them on a chase down the embarquadero before he hit a ups truck and got out of the car, jumped into the oakland estuary and started swimming. he then hid on a boat until he was arrested. police in concord are investigating shots fired at two buses. both incidents happened yesterday on clayton road. the windows on both buses were damaged, but luckily no one was hurt. police want to know whether a pellet gun was used. so far they don't have suspects

and no arrests have been made, if you have any information call concord police. an 8-year-old girl is recovering from injuries after an accident yesterday afternoon. the girl was flown to children's hospital in oakland, napa police have not released circumstances of the accident or whether the driver will face charges. students and staff at san francisco city college are planning to walk off college before marching to city hall protesting cuts being made to the school as it fights to keep its accreditation and balances a budget. tomorrow is the deadline for city college to submit proof of finances to an acreditting commission, it could be forced to close if it loses status, a decision is expect the in june. 5:34. we have new video of the new pope, pope francis. the vatican released these

before the full senate next month facing an 800-pound gorilla, the national rifle association. a san francisco group of silicon valley investors is announcing biometric firearm locks, more than 20 venture capitalists formed the technology committee to reduce gun violence, joined today by parents of victims of the newtown school shooting for a ted hall event at the bill graham civic auditorium. 5:46. a policy to ease overcrowding in state prisons may be responsible for a rising number of sex offenders violating their parole. the san francisco examiner reports the number of sex offenders who violated parole in california went up 15% since a realignment policy 17 months ago. in san francisco the number of

sex offenders violators went up. a lot of them serve very little time because of overcrowding. now we're hearing that keith olbermann and current-tv reached a settlement in a $50 million lawsuit. that settlement was reached during a mediation session in san francisco tuesday. we don't know the terms. olbermann sued after he was fired last year. the network counter sued saying he breached the terms of his contract. current tv's founder, al gore, recently sold the network to al- jazeera. if you cross the bay bridge before 10:00 on a week-day morning, you may see several cars pulled over to the side of the road and their hazard lights are on. it's not a massive car breakdown, it's drivers trying to avoid paying the higher tolls. after 10:00 in the morning, the price drops from $6 down to $4. the chp says that's illegal to pull over and then wait for the

good thursday morning. temperature, 60s and 70s. landing gear problems may have caused a small plane to skid off a runway in san jose, landing gear collapsed and part of the wings broke off, both people walked away unharmed. the cost to rename san francisco international airport may be a lot less than first thought. supervisor david campos has been pushing to rename it after harvey milk, originally the name change was estimated at $4 million. the new report by the city's budget and legislative office says the city would only be responsible for changing the signs at the airport. that would cost about $350,000.

davis police say they are investigating the brutal beating of a gay man as a possible hate crime. the 31-year-old was hospitalized for his injuries. his family worries he may suffer long-term neurological problems. the family said he and a friend were walking home from a party over the weekend when a man attacked him while yelling homophobic slurses. davis police hope to make an arrest soon. an effort is underway to allow some bars and night clubs to serve alcohol until 4 a.m. san francisco state senator mark leno said it could create more jobs, the extra two hours could be good for business but it could also mean late night headaches. >> people will be drinking too much, and then they would be driving, right? i think it would be too late, the noise and i just don't think it's good for the community. >> several big cities including chicago and new york city
